The Americans for the Preservation of American Culture (APAC), a Section 527 Political Organization, announces that it has commenced operations in Texas. APAC is a non-partisan organization dedicated to the preservation of American history and culture. APAC has, as its primary goal, promoting truth in education to present a more accurate portrayal of American history, and to protect the historical environment by preserving the remnants of American history.

APAC is a national organization, with no specific focus on any one state. Currently, historical icons are under great threat in Texas, and APAC has elected to concentrate its efforts there. However, we are currently gathering information on threats to historical resources in other states. If you have suggestions for possible legislative agenda items in other states, please contact APAC.

To accomplish these goals, the Board of Directors of APAC has announced the following legislative agenda in the State of Texas:

Supreme Court Plaques

In June of 2000, two memorial plaques were removed from the Texas Supreme Court Building. The recent Republican Party of Texas Convention in San Antonio overwhelmingly passed the following plank in their platform:

The Party calls for the restoration of the plaques honoring the Confederate Widow’s Pension Fund contribution that were illegally removed from the Texas Supreme Court Building and other state buildings.

APAC supports legislation designed to restore these plaques to their former location in the Texas Supreme Court Building.

The Alamo

Several times in recent years, legislation has been introduced that would place the Alamo under the supervision of various state agencies, removing it from the care of the Daughters of the Republic of Texas, who have held this sacred place in trust since 1905.

APAC opposes legislation that would remove the Alamo from the trust of the Daughters of the Republic of Texas

Funding for Historical State Parks

The State of Texas has several underutilized state parks, which often languish for lack of funding. In recent years, attempts have been made to close some state parks which have cultural or historical significance, such as the grave of Elizabeth Crockett in Acton, and the Confederate Reunion Grounds Park in Mexia.

APAC supports a state budget that provides sufficient funds to maintain ownership and proper care of all state parks with historical or cultural significance.

Monument Protection

In the 2001, the Texas Legislature passed the Monument Protection Act which protects monuments and memorials to citizens of Texas. Despite passage of this bill, a recent plan at the University of Texas called for the movement of outdoor statuary which memorialized several citizens of Texas. In addition, desecration of cemeteries continues to be a problem throughout the state.

APAC supports legislation to strengthen the state laws protecting monuments from tampering and desecration.

APAC is currently gathering information from state legislative candidates to determine their position on these issues. For the purposes of voter education, APAC will post a voter’s guide to their website at www.preserveculture.org on September 15. We encourage all voters to check back regularly for information about the candidates in their districts.

Texas has a strong and unique heritage, and it is imperative that our legislators be devoted to the proposition of preserving that heritage. It is equally important that the voters of Texas select lawmakers who will take the necessary steps to ensure that our history is preserved.
